[altq 570] Add CDNR interface

Hi all,

I would like to use the cdnr APIs, but seems there is no qcmd_cdnr_add_if()
(or something similar) there. So, how should I initialize the interface? Or,
could I just use the qcmd_add_element() etc. directly?
