[altq 606] EF Core Router

Hello.

I have a question.

I want to implement a core router
which satisfies the following 2 requirements.

Can I implement it using ALTQ?


---Requirements---

1. The router forwards an EF packet first.
	(i.e. If EF packets are queued,
	the top of them is necessarily served.)

2. The EF bandwidth has no limitation.
	(i.e. Only when all resources of the router
	are used for EF packets,
	an EF packet may be dropped.)
