[altq 737] Installing userland tools

I'm currently trying to install the userland tools; the make command
finishes without any problems, but when I try "make install" the script
fails for the line:

====>atm-tools
install -c -m 0755 pvctxctl pvcsif pvcbridge /usr/local/sbin
*** Error code 64

Stop in /usr/ALTQ_DIST/altq-3.0/atm-tools
***Error code 1

Does anybody know what's wrong here???

Would be very happy to get your opinions, because I'm working on a
Master Thesis with a time limit.
