I heard from a few people that they hacked altqstat to feed its
output to MRTG or RRDtool.  But I'm afraid that they aren't generic
enough to be used by others...

Currently, the ALTQ tools are geared towards research people.
I'm aware of needs of better operational tools (rather than research
tools).  I intend to work on it in the near future but my time is
limited.  I need suggestions and help in this area.
