Have you considered starting out with a very simple configuration
and then tweaking it?  Try putting a TBR on the interface and
limiting outgoing traffic to something like 320 kbps so that there
will always be some available outgoing bandwidth (i.e., the line
cannot be saturated in that direction).  See if it helps.
