Use one daemon and one cbq config file.  The config file will
conatin the CBQ parameters for all the pvcs you want to apply
CBQ.

Use the following ATM config tools:

pvcsif - to create pvc subinterfaces
pvctxctl - to assign a ATM VCI to the subinterface and set cell rates

Assign cbq parameters to the subinterfaces(s) in the cbq config
file.  Start up cbqd and you are on your way.

There are other man pages as well.  The ALTQ distribution contains
all the tools and utilities you need.
