[altq 527] The delay on the altq.

	I am just a newbie in altq. I have a question on the
packet delay. 
	On an 100 Mb interface, I assign 1.5Mb to ICMP class.
So, given the packet size is 1.5KB, the delay for each
packet on the interface should be (1.5*8)/1500=8ms,
it's kinda theoretical stuff, though. For a ICMP
stream less than 1.5Mb, this delay can not be seen.
i.e. the cbq does a good job on the bandwidth but not
on the delay. I wonder if there is any clue that I can
make it?
