[altq 913] Translating Flow Parameters To Quantifiable Unit

Hi all,
I am new to traffic/queuing mechanisms. How can I convert different flow
spec parameters like quality of gaurantee, peak rate, loss sensitivity etc
to a more intuitive quantity like bandwidth which is what I should ask
finally to my network card to reserve such resources for the outgoing link.
Even before that, I want one silly question to be answered. How can an
application specify its token bucket rate etc. to the traffic control unit.
(Suppose that I use a G.7ll codec which generates 56 kbps, is it that it's
TBR = 56kbps???)
