You seem to have encountered the  same initial confusion that I had last
night when I  tried to get altq setup. After  searching the archives and
reading the  documentation it became very  clear that I was  using it in
the wrong way. altq doesn't rate limit incoming traffic on an interface,
only outgoing. So  these tests will always give  incorrect results since
you are testing in  the wrong direction. Try uploading a  file to an FTP
site somewhere and you will see  that it limits the outgoing traffic and
not the other way around. :-)
