[altq 1512] does ALTQ can replace IP_DUMMYNET ?

Hello,

i have machine running FreeBSD as my traffic shaper with IP_DUMMYNET,
i have rule:

ipfw add 1 pipe 1 from any to x.x.x.x/x
ipfw config pipe 1 bw 128Kbit/s dst-mask 0xffffff00

it means that each host on network x.x.x.x/x will have maximum BW of
128Kbit/s.

Now I want to move all traffis shaping from FreeBSD to OpenBSD and want
to ask question: does ALTQ support such feature ? If not, is it in the
plans to do such feature ?
