KAME uses ALTQ's ATM driver.  They should be identical except addition
of KAME specific in6_ifattach.  (There might be minor differences
crept into the code in the coarse of evolution.)

By the way, the KAME team and I have recently agreed that I'll join
the KAME team and maintain the ALTQ related code in the KAME
repository in order to keep the ALTQ code in sync and reduce overhead
of maintaining multi-platform code base.
