General information about traffic conditioners is available from
the IETF diffserv WG page:

("An Informal Management Model for Diffserv Routers" is the most
complete document.)

Traffic conditioners in ALTQ aren't so complex.  See docs/TIPS.txt
and altq.conf(5) in the release.
