Ok, this was my lameness, I didn't knew, that CBQ affects only
outgoing traffic. I have quite complicated network and I wanted
to limit bidirectional traffic.

A - main incoming link, 2320 kbps
B - backup incoming link, 256 kbps
C - internal link to workstations, 10 Mbps
D - internal link to servers, 10 Mbps
I wanted to limit incoming traffic on interfaces A and B, dividing
traffic to interactive (parent, 95% of root_class) and massive (child, default,
70% of parent with borrowing) class.
Limiting traffic on interfaces C and D is unacceptable because of big
difference in speed of incoming links. Traffic destinated to C and D
interfaces should be queued on the same class.
Any ideas? Thank in advance.
