I assume you got this file from:

You might want to take a look at the work being done at the following
project:
  http://www.nipsi.de/altq/

This project seems to be more active in terms of merging
ALTQ functionality in FreeBSD-CURRENT than the rofug.ro project.
This second project is not quite the same, since they
are trying to merge in OpenBSD's PF in addition to ALTQ.
