[altq 877] Configuration of Altq

I use altq on a bridge to divide a 100Mbits connection, but 1% (1Mb) is not
enough small for what I want to do. Can I use floats for the percent ?
If not, can I use a smaller bandwidth in the interface and apply a filter to
the def_class. Some connection will so pass trough the rules of Altq (the
smalles bandwidth) and the other through the entire 100Mbits.
