[altq 1470] newbie & async scenario

hello all,
 
i'm totally new to this altq thing and a bit confused where to get example conf's for my problem.
1: i have to deal with an async up/down stream (e.g. 128k/768k).
2: i need groups of ip's 
 
example 1:
ext.device: tun0 (pppoe t-dsl) 768k down - 128k up
int.group (addr x.x.x.1, x.x.x.2, ..., x.x.x.10), is it possible to use wildcards, or better something like "from 1 to 10" ?
everybody in int.group should have min. 10% (is an absolute value possible ? e.g. 64k) of up/down (any proto) and if allone then 100% of up/down, but release if someone else needs bandwidth. what if i need to split bandwidth (25% ftp, 60% http/https, 15% else (udp, gre, icmp, smtp, ...)
 
any help on this and/or samples, links, howto's are very, very welcome
