There is no way of specifying different times of operation in altq.
(Could be an interesting add-on, but I am not sure about the overhead
involved. I'd rather see online removal/addition of filters work first
;-) As for your problem, I suggest you play with cron(1) to switch back
and forth between configuration files. You will have to have a master
script called from cron that:

- shutdowns the current instance of the altq daemon
- restarts altqd with the appropriate config file

Nothing that sounds too complicated, though. As for the specific config
files you'll need to use, I refer you to the documentation, or the man
page altq.conf(4) - your setup is very simple and you can pretty much
have the examples given in the documentation work out of the box. (With
CBQ.)
