I'll defer to other people who have a better idea of the dummynet
internals to answer your questions (I wouldn't want to give you
incorrect or imprecise answers), but regarding this:

I don't think it is possible to have both working on the same interface
at the same time - I was referring to combining them in a testbed
network. The particular example I had in mind was a dummynet router
feeding packets to an altq router feeding packets to another dummynet
router, but that's only vaguely related to what you are talking about.
